Devsisters publishes a profile for Devil’s Tooth Cookie on the official site. While the kit is unannounced, this is the only first-party text about the character that exists:

Even if interrupted from organizing the Order’s ledger with a stray question, he answers calmly and coolly, the stoic expression never leaving his face. He claims his one true mission is to fortify the Implant Order, strengthening it until they’re far beyond anyone’s reach.
