The simplest kit in the class
Every other SSR Ranged Cookie has a second effect attached. Scorpion applies damage over time, Espresso gathers, Milky Way knocks back, Twizzly Gummy chains, Cream Puff whirls. Melon Soda shoots.

That is not automatically bad. A skill with no positioning effect never fights another Cookie’s positioning — Melon Soda will never scatter the pile Espresso just gathered, the way Milky Way does. She slots into any team without side effects.
But it does mean she brings no utility. What she contributes is damage, and her damage depends heavily on one Synergy.
Rapid Fire is the tightest bottleneck in the game
She receives Rapid Fire Synergy, which increases how many times a skill activates. For a Cookie whose skill is pure damage, that is the most direct multiplier possible.
The problem is supply. Twelve Cookies want Rapid Fire and only two grant it:

This is the worst want-to-supply ratio of any Synergy — worse even than Pierce and Chain, which have fewer recipients competing for the same two providers.
The saving grace: Grapevine is one of the three starter Cookies the game gives you for free, and its 5.5-second cooldown is far better than Orange’s 9.5. If you started the game, you already own Melon Soda’s best partner.

Team fit
Grapevine Cookie is the pairing, and it is close to automatic — free, short cooldown, and one of only two options. Grapevine is a Support, so it also fills the back-line slot that a team of Melon Soda plus a frontline needs.
Beyond that she asks nothing of the team. No gathering to preserve, no knockback to work around. Add a Charge in front and a Tank to hold, and she works.

Should you build her?
Build her if you want a Ranged carry that does not complicate team building, and particularly if you are still using Grapevine — which most players are early on, since it is a starter.
Skip her if you already have Twizzly Gummy or Scorpion levelled. Both have better cooldowns and both bring a second effect that Melon Soda does not.
The plainest summary: she is the least interesting SSR Ranged Cookie and the easiest to use. Whether that is a recommendation depends on whether your roster needs another complication.
