What Rolling Faster does
The in-game text is short: “Charges forward, dealing damage to enemies in path.” That is the whole skill. Skater picks a line, travels along it, and everything standing on that line takes damage. Nothing is applied afterwards — no stun, no slow, no defence reduction, no ally buff.
This is the standard Charge-class pattern, and it means two things in practice. First, Skater’s damage is positional: the value of each activation depends on how many enemies happen to be lined up when it fires. Second, because the charge physically moves the Cookie, it doubles as repositioning. Skater ends up deep in the enemy formation whether or not that was the plan.
Per-stat values for C-rarity Cookies are not published in the data we have, so this page does not quote ATK, DEF or HP numbers for Skater. The stat templates that are known cover SSR only.
The cooldown is the problem
Skater is one of five C-rarity Charge Cookies. Cooldown is the clearest way to compare them, because all five have the same basic job — get in front, hit things repeatedly — and none of them carries a complicated secondary effect.

Skater is last. GingerBright fires nearly twice as often. Against Cookies that offer comparable utility, cycling slower is a straight downgrade, and there is no compensating effect in Skater’s skill text to trade against it.
That is worth saying plainly rather than dressing up: on cooldown alone, Skater is the weakest of the five.
Chain Synergy, and an unusually expensive supply
Skater receives Chain Synergy. Only two Cookies in the game grant it:

Both sit on the same 8-second cooldown, so there is no “shorter cooldown wins” tiebreak here. The split is by role instead. Lime Cookie is the more practical pairing for most teams: as a Support it occupies a back-line slot that a Charge-led team wants filled anyway, and SR is a rarity most accounts reach long before SSR. Skating Queen Cookie is an SSR Charge, so running it alongside Skater means spending two Charge slots — and if you own Skating Queen, you are unlikely to still be fielding Skater.
This is the reverse of the pattern that shows up across most of the roster. Elsewhere on this site the running observation is that cheap Cookies quietly cover expensive Cookies’ Synergies — Knight is U-rarity and grants Range to several SSRs, Alchemist is R-rarity and grants Projectile Speed, Grapevine is a free starter and is the best Rapid Fire provider in the game. Chain has no U or R provider at all. A C-rarity Cookie has to be propped up by an SR or an SSR, which is exactly the wrong direction for a Cookie you are running because it is cheap.

Skater grants nothing
Only 18 of the 69 launch Cookies grant a Synergy to their teammates. That is the single most durable reason to keep a low-rarity Cookie on a team long after its own numbers stop mattering: a U or C Cookie that is the only source of a Synergy your carry needs stays useful forever.
Skater is not one of those 18. They receive Chain and grant nothing back. There is no “but they enable X” argument to make here, and no reason to hold a roster slot for them once something better exists.
Team fit
Skater is a Water Cookie, so they deal extra damage to Fire enemies and take extra damage from Grass. See the element chart for the full wheel — Fire beats Grass, Water beats Fire, Grass beats Water, and Light and Dark counter each other in both directions.
The one team that makes sense on paper is Skater plus Lime Cookie, which gets Chain online with an SR investment rather than an SSR one. Behind that you want a Tank to hold the line, because Skater’s charge leaves the front open on every activation.
Nothing else about Skater constrains team building. The skill has no gathering, no knockback and no pull, so it will not fight another Cookie’s positioning the way a knockback skill does.
Should you build them?
Use Skater early if that is what your account has. A C-rarity Charge Cookie with a forward damage skill does the early-stage job perfectly well, and levelling investment at that point is cheap.
Do not build them past that. The case for keeping a low-rarity Cookie long-term is usually that it grants a Synergy nobody else grants, and Skater grants nothing. On top of that, all four C-rarity Charge classmates cycle faster, and Skater’s own Synergy costs an SR or SSR to supply.
The honest summary: Skater is a placeholder. GingerBright at 2.75 seconds is the C-rarity Charge Cookie to level if you have the choice, and any SSR Charge you pull should take the slot after that. Nothing here is a tier claim — see the tier list tool for how we handle ranking.
