The fastest SSR Ranged cooldown
Every SSR Ranged Cookie shares identical base stats (155 ATK / 60 DEF / 2,170 HP), so cooldown is one of the few things that separates them:

She activates twice for every once Cream Puff does. In an auto-battler where you never choose when skills fire, that is the most direct form of value there is.
The Chain problem
Her skill is chaining lightning, and Chain Synergy increases how many times a skill chains. The design intent is obvious. The problem is supply:
Chain has only two providers in the entire 69-Cookie roster, and both are on 8-second cooldowns:
- Skating Queen Cookie (SSR Charge) — A Perfect Perfomance, 8.0s
- Lime Cookie (SR Support) — 8.0s
Compare that with Range, which has four providers, one of them refreshing every 3.5 seconds. Twizzly Gummy is a fast Cookie whose scaling Synergy arrives slowly.
This is not a reason to bench her — she works fine unbuffed, and her cooldown means she is contributing constantly either way. It does mean that investing in her ceiling requires pulling one of two specific Cookies. See the Synergy page for the full provider table.
Team fit
Skating Queen is the pairing worth naming, because she solves two problems at once: she is a Charge, so she fills the frontline slot Twizzly Gummy needs behind her, and she is one of the two Chain sources. If you own both, they belong on the same team.
Beyond that, standard back-line construction: a Tank to survive the waves, and a Support whose buffs apply unconditionally — Pomegranate Cookie’s ATK increase works on Twizzly Gummy even though it grants Projectile Speed, which she cannot use.
Her Dark element is worth a note. Light and Dark counter each other both ways, so a Light-heavy enemy stage means she deals more and takes more. Against a Light boss that trade usually favours whoever survives longer. See the element chart.
Should you build her?
Yes for general progression. The 3.5-second cooldown is the best in her class and does not depend on owning anything else.
Temper expectations about her ceiling: unless you pull Skating Queen or Lime, the Chain scaling her kit is built around never arrives. She will be a consistently good Cookie rather than a spiking one.
