What Celestial Light does
The in-game text is short: heals low-HP allies with the power of Light and reduces Damage Taken. Two effects, one button.
The healing is targeted at allies who are already hurt rather than spread across the team, which makes it reactive. It does more the worse your frontline is doing, and close to nothing when nobody has taken damage. The Damage Taken reduction is the half that always does something, because it applies whether or not anyone is currently low.
Base stat values for U-rarity Cookies are not published in a form we are willing to quote, so there are no ATK / DEF / HP numbers on this page. What we can say is the cooldown, and 6 seconds is the slowest of the four U Supports.
Angel grants nothing
This matters more than it sounds. Only 18 of the 69 launch Cookies grant a Synergy at all, and those 18 are the reason the other 51 get to be good. Angel is not one of them.
That is a real cost for a Support. A Support that grants a Synergy earns its slot twice: once for its own skill, once for whatever it upgrades on the carry. Angel earns its slot once. Two of its own class rivals, listed further down, do grant.

Duration is the Synergy Angel receives
Angel receives Duration, and three Cookies grant it:

Note the shape of that table. The two U-rarity providers both cycle at 5.0 seconds; the SSR provider cycles at 7.0. You do not need a rare pull to cover Angel’s Synergy. The two cheapest options are the two fastest ones, and they are identical on cooldown, so take whichever you already own.
This is the pattern that keeps repeating across the roster: the Synergy economy is not gated behind rarity. An SSR name on the provider does not buy you a shorter cooldown, and in this case it costs you two seconds.
The catch is that all three providers are Supports. Running Cheerleader or Coffee to feed Angel means fielding two Supports, and Cheerleader and Coffee are exactly the Cookies Angel competes with for that role. Whether that trade is worth it is a decision about your whole team, not about Angel.

Read plainly, Angel is third of four. Cheerleader and Coffee both cycle a second faster and grant Duration, which means either of them can buff Angel while Angel cannot buff either of them. Onion is the only U Support Angel beats on cooldown, and Onion grants nothing either.
That is not the whole story. None of the three rivals is described as healing, and Angel is. If your problem is that the frontline is dying, a faster cooldown on a Cookie that does not heal is not a substitute. But if your problem is anything else, Cheerleader and Coffee are doing more work per slot.
Team fit
Angel is Light element, so they deal extra damage to Dark and take extra damage from Dark. Light and Dark counter each other both ways, unlike the Fire/Water/Grass triangle. For a Support that matters mainly on defence: a Dark-heavy stage will chew through a Light back-liner faster than a Grass or Water one. See the element chart.
The natural build is Angel plus a frontline that is actually taking hits. Celestial Light targets low-HP allies, so it wants a Tank or a Charge Cookie soaking damage in front of it. Pair it with a team that never gets hit and half the skill is idle.
If you can afford a second Support, Coffee Cookie is the tidiest partner: 5-second cooldown, grants Angel’s Duration, and receives Rapid Fire itself, so it is not a dead end for the rest of your team either.
Should you build them?
Early on, yes. Angel is a U-rarity Cookie, which means they are cheap to acquire and cheap to level, and a healer that also reduces Damage Taken solves the most common early problem in the game: your team dies before it kills anything. That is a real job and Angel does it at the lowest possible cost.
Later, no. Angel is the clearest kind of Cookie you build to get through a wall and then move on from. They grant nothing, so they never become a permanent fixture the way a Synergy provider does. They have the slowest cooldown in their own rarity bracket. And the moment you have a Support you actually pulled for, Angel’s slot is the first one you reclaim.
The exception is the usual one: if you have no other source of healing, keep them. A slow heal beats no heal. Check what else is on your roster with the tier list tool before you shelve them.
