What Cheering You On! does

The in-game text: summons cheerleaders, dealing damage to enemies in path and granting Duration Synergy to allies.

Two things happen on one cast. The summoned cheerleaders travel and damage whatever they pass through, and allies pick up Duration Synergy. That is unusual for a Support skill — most Supports either buff or attack, and hers is a small amount of both.

The damage half is not why you play her. She is U rarity, and the game does not publish per-stat values for U-rarity Cookies that we can verify, so we are not going to guess at them here. Treat the damage as incidental.

The Synergy half is the whole Cookie.

Only 18 of 69 Cookies grant a Synergy

Across the 69 launch Cookies, exactly 18 grant a Synergy to the rest of the team. Everyone else is a recipient only. That scarcity is what keeps a U-rarity Cookie like Cheerleader on a roster long after her own stats stop competing.

She grants Duration, and 14 Cookies receive it:

That list includes Cookies people actually build — Dark Choco Cookie (SSR Tank), Cream Puff Cookie and Scorpion Cookie (both SSR Ranged). If any of those are in your team, Cheerleader is doing real work from the back line regardless of her own damage.

She is not the only source. Coffee Cookie, also a U Support on a 5-second cooldown, grants Duration as well, which matters a lot for the “should you build her” answer below.

Who buffs Cheerleader

She receives Range Synergy, one of the better-supplied Synergies in the game — four Cookies grant it:

Cream Soda Cookie is the best pairing on cooldown alone: 3.5 seconds is the fastest cycle of the four, so the buff goes out most often.

The entry worth noticing, though, is Knight Cookie — a U-rarity Tank at 5.0 seconds. Same rarity as Cheerleader, and faster than both SSR Supports on the list. This keeps happening in Crumble: cheap Cookies cover expensive Cookies’ Synergies. Two U-rarity Cookies, Knight in front and Cheerleader behind, already close one Synergy loop without pulling anything.

Range is also what Madeleine Cookie, Espresso Cookie and Milky Way Cookie receive, so a single Range provider often covers your Tank, your carry and Cheerleader at once. That is the cheapest way to make a low-rarity Support pull its weight.

The awkward part, said plainly: Coffee Cookie does the same job on the same cooldown. Same rarity, same class, same granted Synergy, same 5 seconds. If you own Coffee, leaving Cheerleader on the bench costs you very little, and the reverse is equally true.

The one difference that matters is what they receive. Cheerleader takes Range, which has four providers. Coffee takes Rapid Fire, which has only two — and twelve Cookies are already competing for those two. Cheerleader is by some distance the easier of the pair to actually get buffed.

Against Angel and Onion the comparison is simpler: neither of them grants anything. Angel is a Duration recipient, which means Cheerleader buffs Angel. Running both is a working pair rather than a choice between them.

Should you build her?

Level her early, then re-evaluate — with one condition attached.

Early on she is a reasonable Support: U rarity is cheap to raise, 5 seconds is a short cycle, and her skill contributes damage and a buff at the same time. Later her own numbers fall behind SR and SSR Supports and she stops being a damage contributor in any real sense.

The condition: if your team runs Duration recipients and you do not own Coffee Cookie, keep her indefinitely. A U-rarity Cookie that supplies a Synergy nothing else on your roster supplies is worth more than a higher-rarity Cookie that only receives one. Only 18 Cookies grant anything; she is one of them, and that does not degrade with rarity.

If you do own Coffee, build whichever is further along and spend the materials elsewhere.
