What Emergency CPR does
The in-game text reads: “Uses AED to restore HP to low-Allies. Chaining electric shocks deals damage to enemies and stun them.”
Two things happen off one cooldown. The AED heals allies who are low on HP — the wording is aimed at the hurt, not a flat team-wide heal — and the same electric discharge chains outward into enemies for damage plus a stun.
That is a lot packed into an SR Cookie. Most Support skills in this game do one job: Herb heals, Macaron buffs, Orange hits. Dr. Bones is a healer that also functions as crowd control, which means the skill still contributes when your team is at full HP instead of being wasted.
Base stat values for SR Cookies are not published in the data we work from, so we are not going to guess at them. The only stat templates confirmed across sources are the SSR ones (SSR Support: 133 ATK / 60 DEF / 2,790 HP), and Dr. Bones is not SSR.
Chain Synergy, and why it is awkward to supply
Dr. Bones receives Chain Synergy. Thematically that is neat — the skill already chains, and Chain makes the chaining better — but the supply side is the problem.

Two providers, both on an identical 8-second cooldown, so there is no “shortest cooldown wins” answer here. You pick on class and on what you already own.
More importantly: neither one is cheap. A running theme across this site is that low-rarity Cookies quietly cover the Synergies expensive Cookies need — Knight is U and grants Range, Alchemist is R and grants Projectile Speed, Grapevine is a free R starter and grants Rapid Fire. Chain has no equivalent. The cheapest source is an SR and the other is an SSR. If you own neither, Dr. Bones simply runs unbuffed, and there is no budget workaround to reach for.
Between the two, Lime Cookie is the more realistic pull, being SR rather than SSR. The catch is that Lime is also a Support, so running both means committing two back-line slots. Skating Queen Cookie is a Charge, which sits in a slot you probably wanted to fill anyway, making it the cleaner team-building fit if you have it.

Dr. Bones grants nothing, and that is unusual here
Only 18 of the 69 launch Cookies grant a Synergy at all. Granting one is the single biggest reason to keep a lower-rarity Cookie on a team past the early game, because a Synergy source cannot be substituted by raw stats.
Dr. Bones grants nothing. Among the six SR Supports, that is a distinction, and not a good one:

Dr. Bones has the fastest cooldown of the six by a clear margin, 0.75 seconds ahead of Herb and nearly twice as fast as Rockstar. They are also the only one of the six with nothing to offer the rest of the team beyond the skill itself.
The comparison that matters most is Herb Cookie, the other SR Support healer. Herb heals nearby allies and grants Volley. Dr. Bones heals low-HP allies, damages, stuns, and grants nothing. If you can only level one of them, Herb is the safer long-term investment because Volley is a permanent contribution to whatever team it is on. Dr. Bones is the better button press.
Macaron and Orange are worth knowing about even if you never build them, since Range and Rapid Fire are two of the most in-demand Synergies in the game. If you own either, they are hard to bench.
Team fit

Dr. Bones asks very little of a team. The heal is automatic, the stun does not drag enemies around the way a knockback or a gather does, and there is no granted Synergy to build around. Put them behind a Tank and a Charge and the kit works with no planning.
The one deliberate pairing is Skating Queen Cookie, who covers Chain from the Charge slot. That is the version of a Dr. Bones team that actually uses the Synergy without spending two Support slots to do it.
If you have neither Chain provider, do not build a team around Dr. Bones. Build the team you want and let them fill the healer slot.
Should you build them?
Early on, yes. A healer that also stuns is genuinely useful while your Cookies are underlevelled and you are losing fights to attrition, and a 5.75-second cooldown means the effect lands often.
Longer term, Dr. Bones is a Cookie you replace. SR rarity plus no granted Synergy means there is no structural reason to keep them once you have SSR options for the same slot. That is the difference between Dr. Bones and the other five SR Supports: Herb, Macaron, Lime, Orange and Rockstar all keep a seat at the table purely because something on your team needs what they hand out. Dr. Bones has to earn the slot on raw performance against SSR competition, which is a harder ask.
The honest version: a good skill on a Cookie with no long-term claim to a slot. Build them if they are what you have, and do not feel bad about shelving them later.
