What Sunny Garden does
The in-game text is short: “Heals nearby allies with herbs and grants Volley Synergy.”
Two effects, one button, every 6.5 seconds. There is no damage component, no shield, no enemy debuff listed in the skill. Herb is a pure back-line Cookie whose whole contribution is keeping allies alive and switching on a Synergy for whoever is standing near them.
Because the heal and the Synergy fire together, the 6.5-second number is doing double duty. Every cast is both a top-up and a Synergy refresh, so there is no decision to make about when to spend the skill — you simply want it off cooldown as often as possible.
Granting Volley is the real job
Most Cookies only receive Synergies. Herb grants one, which puts Herb in a different category from the average support body: a Cookie that grants a Synergy is team infrastructure. Herb gives Volley and receives Rapid Fire — a clean one-in, one-out profile.

If any of those are on your team, Herb has a reason to be there. If none of them are, the Synergy half of Sunny Garden is doing nothing and you are running a plain healer with a 6.5-second heal.
There is a small chain worth noticing. Lime Cookie receives Volley and grants Chain in return, so Herb feeding Lime turns on a second Synergy one step further down the team. Who buffs Herb
Herb receives Rapid Fire Synergy, and only two Cookies in the data grant it.

Grapevine is the tighter pairing. It is R rarity and its 5.5-second cooldown is noticeably faster than Orange’s 9.5 — nearly twice the refresh rate. An R-rarity Cookie being the better partner for an SR Cookie is the argument this site keeps running into: cheap Cookies cover expensive Cookies’ Synergies.
One catch. Grapevine and Orange are both Supports, and so is Herb. Pairing Herb with either spends two Support slots, one of them largely as a battery. Whether that is affordable depends on how much room your team composition has. Note also that Macaron Cookie wants Rapid Fire too, so if Macaron is already on the team, one Grapevine covers both of them and the slot cost stops being a problem.

Herb is second-fastest in this group, not first. Dr. Bones Cookie cycles quicker at 5.75 seconds but grants no Synergy at all — so on a team with no Volley recipients, Dr. Bones is the simpler pick and Herb can sit out.
Macaron Cookie is the closest structural comparison: another Rapid Fire recipient that grants a Synergy, except Macaron grants Range and sits half a second slower at 7.0. Running both is not wasteful, since they want the same buff and hand out different ones.
The table also shows a neat loop. Orange Cookie grants Rapid Fire, which Herb wants; Herb grants Volley, which Lime wants; Lime grants Chain, which Dr. Bones wants. Four of these six Supports slot into a single line of Synergy hand-offs, and Herb sits in the middle of it rather than at either end.
Element
Herb is a Grass-element Cookie. Element decides matchup damage rather than anything about Sunny Garden itself, so it changes which stages Herb is comfortable in, not what the skill does. See the element chart for the full matchup table.
Should you build them?
Yes, if you run any Volley recipient. Herb’s heal and Herb’s Synergy come off the same 6.5-second skill, in a Support slot where a healer belongs anyway. That is a genuine reason to invest in an SR Cookie: you are not paying anything extra for the Synergy.
No, if you don’t. As a healer alone, Herb is a 6.5-second heal with no second effect, beaten on cooldown by Dr. Bones at 5.75. Nothing about Sunny Garden stands out once you subtract the Synergy.
And build Grapevine alongside them. Grapevine is the faster of the two Rapid Fire sources at 5.5 seconds, and it is R rarity, which makes it the cheapest way to keep Herb running at full speed.
Herb is a Cookie you build for the team around them rather than for themselves. That is not a complaint; it is how Synergy providers work.
