What Showdown Time does
The in-game text is short, and nothing is hiding in it. Rye empties both pistols forward. Enemies in that line take damage. Nothing is slowed, gathered, knocked back, pierced or debuffed.
The one number that matters is the 4-second cooldown, and it is a good one. Among SR Ranged Cookies, 4 seconds is the fastest cycle in the class: three others match it and nobody beats it. A short cooldown is worth more than it looks on a pure-damage skill, because pure damage is the only thing that scales when the skill fires more often.
Per-stat values at base promotion are not part of our verified data for Rye, and we are not going to invent them. Treat the cooldown and the Synergy as the two things you can actually plan around.
Rapid Fire: two providers, and the cheaper one is better
Rye receives Rapid Fire Synergy, which increases how many times a skill activates. For a Cookie whose skill is nothing but damage, that is the most direct multiplier available. Every extra activation is pure output with no downside to manage.
The catch is supply. Only two Cookies in the entire roster grant Rapid Fire:

Grapevine is the pairing. It cycles at 5.5 seconds against Orange’s 9.5, close to twice as often, and it is R rarity, a full step below Rye’s own SR. This is the pattern that keeps showing up across the roster: the Cookie you actually want in the back line to enable a more expensive carry is frequently a cheap one. If you have been holding off on levelling a low-rarity Support because it looked like filler, Rapid Fire is the reason not to.
Orange is not useless, but at 9.5 seconds the buff arrives roughly once for every two Grapevine cycles. Run Orange only if you do not have Grapevine, or if you want a second Rapid Fire source in a team running multiple recipients.

Rye grants nothing
Rye’s entry has an empty grant list: they hand no Synergy to the rest of the team. Whatever Rye contributes has to come out of Showdown Time itself.
That matters, because granting a Synergy is the one thing that keeps a low- or mid-rarity Cookie on a team permanently. A Cookie that hands out Range or Rapid Fire stays useful forever, since the buff does not care about the provider’s own stats. A Cookie that only deals damage gets replaced the moment a higher-rarity version of the same job walks in. Rye is in the second group.

Rye’s direct rivals are the other SR Ranged Cookies:

Rye is in the fast half of the class, which is the good news. The awkward part is Dr. Wasabi Cookie: same class, same rarity, same 4-second cooldown, same Rapid Fire dependency. There is no cooldown or Synergy argument that separates the two. You would be choosing on skill behaviour and element, not on numbers.
Lemon and Witchberry also cycle at 4 seconds but pull from Projectile Speed and Pierce instead. That is worth knowing when you are building around a single Support: if your back line is already running Grapevine for Rapid Fire, Rye and Dr. Wasabi are both covered by it and Lemon and Witchberry are not.
Team fit
Grapevine plus Rye is the core. Grapevine is a Support, so it fills the back-line slot a Ranged carry needs anyway. You are not spending a flexible slot on the buff.
Because Rye takes no positioning tools into the fight, they never conflict with anyone. No gather to preserve, no knockback that scatters someone else’s pile. Put a frontline in front and Rye works behind it with no team-building homework.

Should you build them?
Early on, yes. A 4-second cooldown on a straightforward damage skill is exactly what an incomplete roster wants, and if you have Grapevine you already own the buff that makes Rye scale.
Longer term, no. Rye grants nothing, receives one Synergy that is hard to source, and has no second effect to argue for a permanent slot. An SSR Ranged Cookie will take the place eventually. The usual reason to keep a lower-rarity Cookie levelled is that it supplies a Synergy you cannot get anywhere else, and that argument does not apply here.
The honest summary: a good Cookie to run while you are building, not one to save your upgrade materials for. We have not played the game, so we are not putting Rye on a tier list. See the tier list tool for what the community says instead.
