What Feline Ruckus does
The in-game text is short: Witchberry spins blocks around, dealing damage to nearby enemies.
Two things in that sentence matter. The first is blocks — the skill uses the stage furniture as the damage source instead of a projectile, so it is not a shot you aim down a lane. The second is nearby. Almost every Ranged Cookie’s skill reaches forward or at distance; Witchberry’s works on what is already close.
That makes Witchberry a Ranged Cookie whose skill wants enemies near them, which is a small contradiction the class does not usually have. It is not automatically bad — a skill that hits everything nearby is fine when a Tank or a gathering Cookie has already pulled a pile in front of you — but it does mean Witchberry benefits from a team that creates clumps rather than one that spreads enemies out.
Per-stat base values are not published for SR-rarity Cookies in the data we have, so we are not going to guess at ATK, DEF or HP numbers here. What we can compare is cooldown and Synergy, which is what actually separates Cookies inside a class anyway.
Pierce: two providers, neither of them cheap
Witchberry receives Pierce Synergy and grants nothing in return — Witchberry is one of the Cookies that only take. That is also true of every other SR Ranged Cookie in the comparison below, so it is the normal case for the class rather than a mark against them.

Strawberry Shortcake Cookie is the pairing. A 6.25-second cycle against Rockstar’s 10 seconds is not a close call — Strawberry Shortcake re-applies Pierce well over half again as often. If you have Strawberry Shortcake, run them.
The awkward part is what this table does not contain: a low-rarity source. Both Pierce providers are SR or SSR, and one of the two is an SSR. That means Witchberry, an SR Cookie you may well pull early, depends on a Synergy that an early roster is unlikely to be able to supply — you can have the Cookie long before you have anything that buffs it.

Four SR Ranged Cookies share the top cooldown of 4 seconds, Witchberry among them. On raw cycle speed there is nothing to choose between Witchberry, Dr. Wasabi, Lemon and Rye.
The tiebreaker is which Synergy each one is asking you to supply. Lemon wants Projectile Speed, Dr. Wasabi and Rye both want Rapid Fire, and Witchberry wants Pierce — which needs an SSR Charge or an SR Support before it does anything. Same cooldown, different shopping list, and Witchberry’s is the one with only two names on it.
Pancake and Popcorn sit outside that group on cooldown: 5.5 and 6.0 seconds respectively, both receiving Duration. Witchberry cycles faster than either.
None of the six grants a Synergy, so none of them earns a slot by supporting the rest of the team. They are all damage, judged on how much of it they can be helped to do.
Team fit
Dark element: extra damage to Light, extra taken from Light, since the two counter each other both ways. Nothing to plan around beyond avoiding Light-heavy stages. See the element chart.
Beyond Strawberry Shortcake, the thing Witchberry actually wants is a reason for enemies to be standing next to them. A Tank holding the front line, or any Cookie that gathers, turns “damage to nearby enemies” from a conditional into a reliable hit. Building Witchberry into a team that pushes enemies away works against the skill.
Rockstar Cookie is worth mentioning as the fallback rather than the plan. At a 10-second cooldown — the longer of the two Pierce providers by some margin — Rockstar supplies Pierce more as an occasional spike than as a constant multiplier.
Should you build them?
Build Witchberry if you already own Strawberry Shortcake Cookie and want a fast-cycling Dark damage dealer to sit behind a frontline. The 4-second cooldown is the fastest the class offers, and the Dark element covers the Light matchups your other Cookies may not.
Skip them if your Synergy providers are the cheap early ones. With no Pierce source, an un-buffed Witchberry competes on skill text alone against three classmates with the identical cooldown and much easier Synergy requirements — and loses that comparison for no reason other than supply.
As an SR, Witchberry is also a Cookie most rosters eventually replace with an SSR Ranged option. That is the normal path for the rarity and not a criticism. The honest summary: a solid cooldown attached to the least accessible Synergy in the Ranged class.
