What Candy Fork Toss does
The in-game text reads: “Throws spear, dealing damage to enemies and reducting their DEF. Debuff Application Rate when the caster’s Focus equals the target’s RES. The rate increases with higher caster Focus or lower target RES.” (The spelling of “reducting” is the game’s, not ours.)
Two separate things are happening there.
The damage and the debuff. The spear hits enemies and lowers their DEF. A DEF reduction is a team-wide effect in practice: everything your other Cookies hit afterwards takes more damage too, so Devil contributes more than its own damage numbers suggest.
The condition on the debuff. The DEF reduction is not guaranteed. It rolls against the caster’s Focus versus the target’s RES. Equal Focus and RES gives you the baseline rate; higher Focus on Devil or lower RES on the enemy pushes it up, and a high-RES enemy pushes it down. Against bosses and armoured enemies you should expect the debuff to miss more often than it does against trash.
Base stats are not published for U-rarity Cookies in the data we have, so we are not going to quote ATK, DEF or HP figures for Devil. The stat templates we do have cover SSR only.
A 1.25-second cooldown
Cooldown is the one number where Devil genuinely stands out. For comparison, the fastest SSR Ranged cooldown on record elsewhere on this site is Twizzly Gummy’s 3.5 seconds. Devil fires roughly three times in that window.
Only one Cookie in our dataset cycles faster at all: Red Pepper Cookie, a U Charge at 0.8 seconds. Short cooldowns cluster at the bottom of the rarity ladder, which is the point. Low-rarity Cookies are given frequency instead of power per cast.
For a conditional debuff, frequency matters more than usual. If the DEF reduction only lands some of the time, casting it constantly is how you make it stick.
Pierce is its only Synergy, and both providers are expensive
Devil receives Pierce Synergy and nothing else. Only two Cookies in the roster grant Pierce:

Strawberry Shortcake is the better pairing, and it is not close. At 6.25 seconds it refreshes Pierce far more often than Rockstar’s 10 seconds, and a Charge sits in front of your Ranged line anyway, which is where you want it.
This is worth calling out because it inverts the usual pattern on this site. Most of the time we are pointing out that a cheap U or R Cookie covers an expensive Cookie’s Synergy: Knight (U) covering Range, Alchemist (R) covering Projectile Speed. Devil is the reverse case, a U Cookie whose only Synergy is supplied exclusively by an SR and an SSR. There is no budget provider for Pierce. If you do not own either of those two, Devil runs unbuffed, permanently.
The consolation is that Pierce is shared. Among the Cookies we have data for, Witchberry Cookie (SR Ranged, 4.0s), Lilac Cookie (R Ranged, 2.5s), Space Doughnut (R Ranged, 4.0s) and Cheesecake Cookie (R Support, 8.0s) also receive Pierce. One Strawberry Shortcake covers Devil and any of them at the same time, so the provider slot is not spent on Devil alone. Full provider table on the Synergy page.
It grants nothing
Only 18 of the 69 launch Cookies grant a Synergy to their team. Devil is not one of them. It takes Pierce and gives back nothing, which means its entire case has to be made on its own damage and its DEF debuff.
That matters when you decide who to level. A U Cookie that grants a Synergy stays useful forever, because a Synergy source does not care about rarity. A U Cookie that only receives one is a damage dealer competing with damage dealers, and rarity decides those fights.
Competition
Devil has no direct class peer: it is the only U-rarity Ranged Cookie in the roster, so there is no same-rarity, same-class rival to compare it against. The relevant comparison is the other low-rarity Ranged Cookies you will be using at the same stage of the game.

Devil is the fastest of them and the only one in the group whose skill applies a debuff rather than plain damage. Lilac and Witchberry outrank it and will out-scale it on stats, but their skill text is straight damage: chakrams and spinning blocks.
So the honest summary is that Devil is a low-rarity Cookie with an above-average kit. It is still a low-rarity Cookie.
Team fit
Dark element: extra damage to Light, extra taken from Light, since Light and Dark counter each other both ways. See the element chart.
If you are building around Devil, the two pieces are a frontline to hold the enemies still while the spear lands, and Strawberry Shortcake if you own it. Devil also pairs naturally with any other Pierce recipient, since one provider serves them all. Lilac Cookie is the obvious partner: another Dark Ranged Cookie with a short cooldown on the same Synergy.
The DEF reduction is worth more the harder your team hits, so Devil is better next to a big single-cast damage dealer than next to another rapid chipper.
Should you build it?
Early on, yes. It is cheap, it cycles faster than anything else in the Ranged class, and a DEF debuff makes the rest of your team better rather than just adding to a damage total. On a starting roster that is a real contribution.
Replace it later. It has no published stats to defend, no Synergy to grant, and its only Synergy comes from Cookies you will have upgraded past it by the time you own them. When you pull an SR or SSR Ranged Cookie, Devil goes to the bench.
The one reason to keep it around: if you own Strawberry Shortcake and are already running Pierce for someone else, a levelled Devil costs nothing extra to slot in and applies its debuff roughly three times for every cast a 4-second Ranged Cookie gets.
