What Licorice Servants does
Two things happen on one cast. Dark lightning comes down for direct damage, and a Licorice Servant is summoned for every bolt that lands. The published skill values:

The (Volley) tag on the summon count is the important one. It marks the stat that
Volley Synergy scales, and for Licorice that single number controls both halves of the
skill at once: more Volley means more lightning bolts and more Servants.
The Servant statline is unusual. They inherit all of his DEF and only 5% of his HP, so on paper they are hard to chip down but easy to delete outright. That reads like a unit meant to soak a few hits and add chip damage rather than hold a lane, but we are reading the numbers, not reporting play experience.
Duration is worth doing the arithmetic on. At base, Servants last 5 seconds on an 8-second cooldown, so they are absent for roughly 3 seconds of every cycle. At max level the duration goes to 7 seconds against the same 8-second cooldown, which is close to continuous. Levelling him changes what he is, not just how hard he hits.
Volley decides how many Servants you get
Licorice receives Volley Synergy — how many projectiles fire at once. Three Cookies in the launch roster grant it:

The shortest cooldown is not the best answer here, because duration differs too. Herb Cookie cycles fastest at 6.5 seconds but only holds the buff for 3.5, so it is up a little over half the time. Cheesecake Cookie matches Licorice’s own 8-second cooldown and holds for 7 seconds — near-permanent coverage — and it is an R-Rarity Cookie, which is the cheapest way anyone will cover this Synergy. Tiger Lily Cookie grants the largest value at Volley 2, but on a 10-second cooldown for 7 seconds.
Cheesecake is the pairing we would start with, and the reason is the same one that keeps coming up across this roster: a low-rarity Cookie covers an expensive Cookie’s Synergy perfectly well. Cheesecake also raises ally ATK while it does it.
One Volley provider is not wasted on Licorice alone. Nine Cookies receive Volley, and two of the others are Tanks — Gumball Cookie and Ion Cookie Robot — so a front line built around Volley recipients gets more out of a single provider slot than most Synergy plans do. He grants nothing
Only 18 of the 69 launch Cookies grant a Synergy at all, and Licorice is not one of them. His Grants Synergy field is empty. That matters when you are deciding who occupies a team slot: a Cookie that grants Synergy pays rent for the rest of the team, and Licorice does not. He has to justify his slot on his own output.
The only SR Tank, and the slowest one
There is no like-for-like rival to compare him against, because Licorice is the only SR Tank in the game. The 13 Tanks in the launch roster break down as six SSR, one SR (him), two R, three U and one C. So the comparison has to run across rarities:

He is last on that list by a clear margin. Every other Tank, including the C-Rarity one, casts more often than he does. An 8-second cooldown means a fight is decided by fewer Licorice casts than by casts of almost anything else you could field.
The honest read: the summon is his whole case, and the cooldown is the price. If the Servants are doing work on your stages, the price is fine. If they are dying instantly, you are paying 8 seconds for one round of lightning.

Should you build him?
Build him if you are already running a Volley provider — especially Cheesecake — and you want a Tank whose contribution is bodies rather than pushback or shields. That combination is not common, and when it lines up he is doing something no other Tank in the roster does.
Skip him if your Synergy slot is already committed elsewhere. Without Volley he is a three-summon Tank on an 8-second timer, and Volley is the only Synergy he receives — there is no second route to buffing him.
As an SR he sits between the free U and C Tanks and the six SSRs, and the usual SR shape applies: a reasonable holdover while your roster is thin, a specialist afterwards. Madeleine Cookie at 4 seconds and Nameless Cake Hound with its ally damage reduction are the SSRs most likely to replace him once you have them. Compare the full roster on the tier list tool.
