What Last Wind actually does

Two parts fire in sequence. First an Arrow of Gale deals damage to enemies. Then Last Wing deals damage to enemies in a straight line.

The 5 effective hits figure is the important one. It means a single shot can connect with up to five enemies, which is what makes him a wave-clearing Ranged unit rather than a single-target one — and it is also the number that Pierce Synergy scales.

The 2.5-second cooldown is the whole argument

Most Ranged SSRs sit between 3.5 and 7 seconds. Wind Archer sits at 2.5. In a game where every Cookie attacks automatically and you never choose when skills fire, a short cooldown converts directly into uptime.

Wind Archer receives Pierce Synergy, and Pierce is tied for the rarest Synergy in Crumble — only two Cookies grant it:

If you are building around Wind Archer, Strawberry Shortcake is the better pairing on cooldown alone: 6.2 seconds versus 10. There is no third option, so if you own neither, Wind Archer still functions — he just never gets the multiplier that his 5-hit line attack is designed to scale with.

Team fit

He is a back-line unit. The team around him wants:

  1. A Charge in front to hold the swarm off him — Strawberry Shortcake does double duty here, since she is both a Charge and his only good Pierce source.
  2. A Tank to survive the waves he is thinning.
  3. A Support for the team-wide buffs that apply regardless of Synergy matching — Pomegranate Cookie’s ATK increase works on him even though it grants Projectile Speed, which he cannot use.

Should you build him?

Yes, if you have him. Two reasons that are specific rather than generic:

The cooldown. At 2.5 seconds his skill is a near-constant contribution, not an occasional spike. Investment in ATK compounds on every activation.

The rarity floor. He is one of two TSSR Cookies at launch, and TSSR carries the highest base stats in the game (190 ATK / 60 DEF / 2,660 HP, against 155 / 60 / 2,170 for an SSR Ranged).

The one caveat worth stating plainly: his Pierce dependency is on the scarcest Synergy in the game. If you never pull Strawberry Shortcake or Rockstar, you are running him un-amplified.
