What Ultimate Strike does
It thrusts its fist forward, dealing damage to enemies. That is the whole skill — no knockback, no debuff, no buff, no positioning effect.

Two things stand out.
The cooldown itself improves with promotion. Most Cookies gain damage from promotion; this one also drops from 1.75 seconds to 1.5. That is unusual and it compounds — you are buying both a bigger hit and more hits.
67.2% of ATK is a small hit. Compare GingerBrave’s 278.6% on a 4-second cycle. Bear Jelly Worker trades size for frequency, and in an auto-battler where you never choose when skills fire, frequency is the more reliable of the two.

Fourth overall, and second among Charge Cookies behind Red Pepper. At max promotion its 1.5 seconds would tie Berry Yogurt.
The point is not the ranking itself — it is that a fast Cookie is where Rapid Fire Synergy pays off most, and of the Charge Cookies that receive Rapid Fire, this is the fastest. Red Pepper does not receive it.
Rapid Fire: the scarcest Synergy, but the best provider is free
It receives Rapid Fire Synergy, which increases how many times a skill activates. Its own skill text lists Max Consecutive Activations: ×(Rapid Fire) 1 — meaning that number is exactly what Rapid Fire raises.

Twelve Cookies want Rapid Fire and only two grant it — the worst want-to-supply ratio in the game. But Grapevine is one of the three starter Cookies handed out for free, and it has by far the better cooldown of the two.

Dark Cherry Cookie is the direct rival: same rarity, same class, same Synergy, and one of the three Cookies the game gives you at the start. Bear Jelly Worker is faster (1.75s against 2.2s); Dark Cherry is free and already levelled on most accounts.
If you run both, one Grapevine covers both their Synergy — which makes an all-R Charge frontline unusually cheap to assemble.
None of these four grants a Synergy. That is the structural ceiling on R-rarity Charges: they contribute damage and a body, nothing to the rest of the team.
Should you build it?
Build it if you are supplying Rapid Fire and want a fast frontline body. The combination of a 1.75-second cooldown, a cooldown that shortens with promotion, and a free provider in Grapevine makes it efficient early.
Do not expect it to last. At 67.2% of ATK per hit with no utility, it is out-scaled by any SSR Charge — Cream Soda Cookie grants Range to eighteen Cookies, Strawberry Shortcake Cookie is one of two Pierce sources. Bear Jelly Worker punches, quickly, and that is all.
