What Royal Swing does
The in-game text is one line: swings staff, dealing damage to enemies ahead. There is no knockback, no stun, no damage over time, no gather, no shield, no ally buff. Princess Cookie walks into the front line and hits things every two seconds.
Two seconds is a short cycle. For a Cookie with no secondary effect, that is the only lever they have, and it is a real one: a skill that fires often is a skill that benefits from every percentage of attack the rest of the team hands out. Nothing in Royal Swing fights the rest of your team either. Skills that gather or knock back can undo each other’s positioning; a plain forward swing never does.

Range Synergy: four Cookies can buff them
Princess Cookie receives one Synergy, Range. Range is one of the better-supplied Synergies in the game, and that matters more for a low-rarity Cookie than it does for a top-rarity one, because you are unlikely to own the whole roster while you are still fielding U Cookies.

Cream Soda Cookie is the best pairing on paper because it re-applies fastest at 3.5 seconds, and it is a Charge like Princess Cookie, so both sit in the same part of the formation.
The line worth underlining is the second one. Knight Cookie is U rarity — the same rarity as Princess Cookie — and it grants Range on a 5.0-second cooldown. You do not need a Legendary pull to switch this Synergy on. That pattern repeats across the game: cheap Cookies cover Synergies that expensive Cookies also want. Two U Cookies, Knight and Princess, can form a working Synergy pair on their own.
If you would rather run a Support in the slot, Macaron Cookie (SR) does the same job at 7.0 seconds. Slower, but it is a Synergy application, not a damage skill, so the gap between 3.5s and 7.0s is less punishing than a raw damage comparison would suggest.

Princess Cookie grants nothing
Only 18 of the 69 launch Cookies grant a Synergy to their teammates. Princess Cookie is not one of them. They take Range and give nothing back.
This is the honest ceiling on the Cookie. A Cookie that grants a Synergy has a permanent reason to stay on your roster even after you out-level it — you keep it for the buff it hands to someone else. Princess Cookie has no such insurance. Their value is entirely the damage they personally deal, which means they are replaceable the moment you own a better Charge Cookie.
Competition: the other U Charge Cookies
There are three U-rarity Charge Cookies. Here is the comparison:

Red Pepper Cookie is the straightforward problem. Same rarity, same class, same Synergy, and a cooldown of 0.8 seconds against Princess Cookie’s 2.0. If you have both and a single Range provider, that provider covers either of them equally, so the tiebreak comes down to cycle speed, and Red Pepper wins it.
Princess Cookie’s argument against Adventurer Cookie is much stronger: 2.0 seconds against 6.0, and Adventurer receives Duration rather than Range, which means it does not share a provider with the Range recipients you are probably already buffing.
So the ranking inside the class is not ambiguous, and we are not going to pretend otherwise. Princess Cookie is the middle of three. We have not played the game, so we do not assign tiers — see the tier list tool for how we handle that.
Element

Pairing Princess Cookie with a Range provider does nothing for the element matchup, so against a Water-heavy stage you want a different body in front regardless of how well buffed they are.
Should you build them?
Early, yes, if Princess Cookie is what you have. A 2-second cooldown on a U Cookie is usable, Range is easy to supply, and Knight Cookie gives you the Synergy at the same rarity tier. That is a functional starting pair that costs nothing rare.
Then replace them. Princess Cookie grants no Synergy, so there is no long-term slot held open for them, and Red Pepper Cookie already does the same job faster at the same rarity. The upgrade path is: use Princess Cookie while your roster is thin, move the Range provider onto a better recipient when you get one, and do not invest heavily in levelling.
The one reason to keep them longer is roster shape rather than power. If your Range provider is already in the team for someone else, adding Princess Cookie costs you nothing extra to buff.
