What Choco Chip Hammer does
A jump, then a hammer slam that damages enemies and stuns them.
A stun is the strongest form of protection in the game, because a stunned enemy is not dealing damage at all. Compare that against the other protective effects available at SSR Tank:

Prevention beats mitigation while it is up. The limitation is coverage: the stun only lands on what the slam catches, whereas damage reduction protects your team regardless of where enemies are.
The best cooldown among the utility Tanks
Among the four SSR Tanks that do something beyond pushback, Schwarzwälder is by far the fastest:

A stun every 4.2 seconds is close to a rhythm — enemies caught in the slam spend a recurring fraction of the fight unable to act. Only Madeleine (4.0s) and Strawberry Crepe (4.0s) cycle faster, and neither does anything but push enemies back.
Range Synergy widens the stun
Schwarzwälder receives Range Synergy, which increases the area a skill covers. For a slam whose value is “how many enemies got stunned”, that is the most direct upgrade available.

Cream Soda at 3.5 seconds refreshes Range faster than Schwarzwälder’s own 4.2-second cycle, so every slam lands at full width. That is the pairing to build.
Knight Cookie at U rarity covers it adequately if you have no SSR provider — another case where the cheap Cookie does the job.
Team fit
The stun is a frontline effect, so it wants the rest of the team behind it: a Ranged carry taking advantage of enemies that cannot fight back, and a Support keeping everything running.
It shares Range with Espresso Cookie, Milky Way Cookie, Madeleine and Nameless Cake Hound, so a single Range provider can cover the Tank and the carry together.
Fire element: extra damage to Grass, extra taken from Water. Relevant for a Tank, which is the Cookie actually absorbing hits. See the element chart.
A note on the name
The Cookie Run Wiki lists two sets of pronouns: He/It normally, and She/Her in the Choco Werehound Princess form. Both are recorded in our data rather than picking one, since the game uses both.
The name has no “Cookie” suffix — it is simply Schwarzwälder, like Space Doughnut and GingerBrave. Some guides write “Schwarzwalder Cookie”, which is not the in-game name.
Should you build it?
Yes, if you want crowd control from the Tank slot. It is the fastest-cycling utility Tank in the game and the only source of a stun at SSR Tank.
Take a different Tank if your issue is sustained survival rather than enemy pressure — Ion Cookie Robot and Nameless Cake Hound protect the team more reliably, if more slowly.
