What Hammer of Revolution does
Summon, detonate, damage forward. That is the whole skill.
There is no shield on it, no stun, no pull, no ally buff and no damage over time. The Cookie House is a delivery method for a burst of damage in front of Sugar Gnome, not a summon that stays on the field doing work. Nothing in the published skill text suggests the house persists after it detonates.
That plainness has one practical upside worth naming. A skill with no positioning effect never fights the rest of your team. Sugar Gnome will not scatter a pile another Cookie just gathered, and will not push an enemy out of a teammate’s damage zone. It slots in without side effects, which is a low bar, but a real one.
The 4.25-second cooldown is mid-pack rather than fast. It is not a skill you build a rotation around; it is a skill that goes off often enough to be a steady share of your damage.
Base stat values for C-rarity Cookies are not published in the data we work from, so we are not going to guess at Sugar Gnome’s ATK, DEF or HP. What we can say is that stats in CookieRun: Crumble follow class and rarity templates, so Sugar Gnome sits at the low end of them.
Range Synergy, and who grants it
Sugar Gnome receives one Synergy: Range. Four Cookies in the roster grant it.

Cream Soda Cookie is the best pairing on cooldown alone. At 3.5 seconds it re-applies Range faster than any other provider, and it is also a Charge, so it sits in the same part of the formation Sugar Gnome does.
The more useful entry for most players is Knight Cookie, which is U rarity. Knight grants the identical Range Synergy on a 5.0-second cooldown, and being a Tank, it fills a slot you were probably filling anyway. This is a pattern that repeats across the roster: the Synergy a Cookie receives is almost never gated behind a rare pull. You do not need Cream Soda to make Sugar Gnome work. You need any one of four Cookies, one of which is among the cheapest in the game.
Range is also one of the better-supplied Synergies. Compare it with Rapid Fire, where twelve Cookies compete for two providers. Full supply-and-demand tables are on the Synergy page.
One more thing worth planning around: GingerBrave also receives Range. If you are running both of those C Charge Cookies early, a single Knight or Cream Soda covers the pair at once.
Sugar Gnome grants nothing
This is the honest limit of the Cookie. Sugar Gnome receives Range and hands out no Synergy of its own.
Only 18 of the 69 launch Cookies grant a Synergy at all, so this is the majority position rather than a flaw unique to Sugar Gnome. But it does mean the case for the Cookie rests entirely on its own damage output. A Cookie that grants a Synergy earns a roster slot even when its personal numbers are unremarkable, because it makes someone else better. Sugar Gnome has no such argument to fall back on.
Competition inside the class

Sugar Gnome is fourth of five on cooldown. GingerBright cycles a full 1.5 seconds faster, and GingerBrave wants the same Synergy while cycling faster still. If you own GingerBrave and only have one Range provider, GingerBrave is the more efficient Cookie to point it at.
None of these gaps are enormous, and cooldown is not the only thing that decides output. But we do not have damage coefficients for any of them, so we are not going to pretend there is a hidden edge that makes Sugar Gnome the pick. On the evidence we can verify, it is in the lower half of its own rarity bracket.
Should you build it?
Early on, yes, if it is what you have. C-rarity Cookies exist to fill your first teams while you are short of bodies, and Sugar Gnome does that job without complicating anything. A 4.25-second forward damage skill plus an easy Synergy is a perfectly usable early Charge slot.
Do not invest heavily. Sugar Gnome grants nothing, has no utility, and sits mid-pack on cooldown even among C Cookies. As soon as you have a Charge Cookie of higher rarity, or even GingerBright, upgrade materials are better spent there. The Range provider you levelled for Sugar Gnome keeps its value either way, since Range feeds several other Cookies.
